An ordinance to provide for the time and manner of constructing a sewer in Hamilton Ave from a point eighteen feet west of the east line of 1st St to a point in Front St [Naito Pkwy]; thence southerly in Front St [Naito Pkwy] to a point in Seymour Ave; thence easterly in Seymour Ave to a point in Macadam St; and thence easterly to low-water line of the Willamette River, describing the district proposed to be sewered and drained by said sewer and providing that the cost of said sewer shall be paid by the property
