An ordinance appointing certain disinterested persons to estimate the proportionate share of the cost of the sewers in S 2nd St and Water St to be assessed to the several owners of property benefited thereby respectively, directing notice to be given of the time and place of the meetings of, and allowing property owners to appear before such persons.
