An ordinance to provide for the time and manner of constructing a sewer in S 2nd St [SW 2nd Ave], from a point ten feet South of the South line of Porter St, to the creek in Marqum Gulch at the expense of the property benefited by such sewer as provided by section 121 of the City Charter.
