The statistical and investigation committee believes that an investigation is necessary to acquaint the housing committee with present housing conditions, and, by comparison with Portland studies previously made, to show trends in congestion, housing conditions and building program. The committee feels that the time and experience of its members would not warrant their attempting the neccesary investigation, and therefore recommends that an experienced investigator and helpers be employed.
