Man standing behind Public Works barricades directing traffic. The man has a metal helmet and a CD arm band. The barricade has two signs reading, "Right Run Only Evacuation Test" and "AREA Closed do not enter Civil Defense evacuation test." Barricades were placed at the perimeter of the Test Area.
