An article summarizing W. W. Waymack's series of articles on his observations from a tour of study in Europe. Waymack, editor of the editorial pages of Des Moines Register and Tribune tells his audience that fascism is not a, "benevolent dictatorship ... fascism is a revolution of the poorer and less educated people, and its leadership is inevitable demagogic and unmoral." Waymack concludes that fascism leadership can not be controlled by conservative forces once it is installed and the process of formation of the totalitarian state is begun.
