The author does not believe that Roosevelt's economic programs are working and refers to them as Roosevelt's Raw Deal (New Deal) and the Never Recover Again Act (National Recovery Act). The letter complains about the working conditions at work camps. The author suggests that they institute a new economic system of production for use instead of for profit.
