Notes were possibly made by a police officer of the Portland Police Department. The notes comment on each paragraph of a letter that is not included in the file. The comments are answering statements made in the letter. The author of the observation states, "the over - all letter is the typical Communist Party letter not written to correct an evil or an error but is done purely and simply to create an issue by which they can gain publicity.
