Notes are possibly form a Red Squad agent / informant. Notes regarding negotiations between the Waterfront employers and Harry Bridges (I.L.W.U. representative). The informant claims that Bridges is trying to find a way to manipulate the negotiations so the employers will enforce a lock out. Bridges would prefer a lock out because he can claim a united front with A.F. of L. but if the Longshoremen strike he might not get the support of the A.F. of L.
