Allowing a portion of the remaining Pioneer Courthouse Square construction funds be used for the purpose of offsetting any increases to the City's approval fiscal year 1985-86 general fund support of the Square's operating expenses and allowing all remaining construction funds and all forthcoming funds pledged for the Square's construction be used to develop the lower level of the Square and other capital improvements necessary to maximize the use and enjoyment of the Square as a recreational plaza in downtown Portland.
