TITLE: Authorizing the Mayor and Commissioner of Finance to execute supplemental agreements with Pacific Power & Light Company and Portland General Electric Company, supplementing the street lighting contracts with said companies so as to provide for conversions of certain ornamental incandescent street lighting luminaires to mercury vapor lighting luminaires, fixing the monthly rates therefor, and declaring an emergency.
