TITLE: Granting a revocable permit to the State of Oregon for the benefit of the General Services Administration to construct and maintain one 30-foot concrete service driveway and one 22-foot concrete service driveway in the street area of SW 3rd Ave, and two 25-foot concrete service driveways in the street area of SW 4th Ave, each pair of driveways on each street having less than 12 feet of straight curb between them and located between SW Columbia St and SW Clay St, waiving provisions of section 5-902 of the public works code, and declaring an emergency.
