TITLE: To amend subsection (c) of section 3-1605, administration of salary plan for permanent employees, and to repeal section 3-410, commissioner in charge to appoint eligibles from civil service list to fill vacancies, of ordinance number 77780, the administration code, so as to provide for automatic step increases to occur on employees anniversary date and to eliminate a section which is obsolete in the light of present civil service provisions, fixing an effective date, and declaring an emergency
