TITLE: Amending contract number 13245, authorized by ordinance number 133331, passed by the council September 9, 1971, between the Northwest Towing Association, Inc, and the towing of vehicles under the city's police power, deleting one member of the association and substituting a new member and adjusting the territory boundaries as are set forth in exhibit A attached to the contract, retroactive to January 5, 1973, and declaring an emergency
