An ordinance to amend section 2 of ordinance number 24066 entitled, " an ordinance making an appropriation out of the general fund to provide for the payment of expenses of the vice commission of the City of Portland, providing the manner of paying claims authorized by said commission and declaring an emergency," approved by the mayor, September 30, 1911, and declaring an emergency.
