An ordinance making an appropriation out of the general fund to provide for the purchase of street improvement warrants issued on account of the improvement of Goldsmith St, and authorizing the mayor and auditor to draw warrants to provide for the surrender, by the holder, of said warrants, and declaring an emergency.
