An ordinance authorizing the mayor and auditor to draw warrants on the water fund to provide for the payment of warrants outstanding which were drawn on account of contracts for the construction of water mains, making an appropriation out of the water fund for said purpose, authorizing the auditor to cancel assessments levied against property for the construction of water mains, and declaring an emergency.
