TITLE: Authorize the City to enter into an agreement with Portland Traction Company, granting the City the right to widen, improve, maintain, repair, renew and use a portion of the Railroad's right-of-way for construction of SE Knapp St west of SE 92nd Ave, in connection with the SE Glenwood St and SE 85th Ave HCD Street Improvement Project, authorize payment of $5,250, and declare an emergency.
