TITLE: Authorize the Bureau of Licenses to proceed with implementation of the Low Income utility Fee Rebate Program, create a special appropriation in the General Fund, transfer appropriation of $300,000 from the Cash Transfer to the Short Term Debt Interest and Sinking Fund to the Special Appropriations, Low Income utility Fee Rebate, and the Bureau of Human Resources, reduce resources and requirements in the Short Term Debt Interest and Sinking Fund, and declare an emergency
