TITLE: Create an Office of Citizen Commissions within the Human Resources Bureau to include the Metropolitan Human Relations Commission, the Metropolitan Youth Commission, the Portland/Multnomah Commission on Aging, and the Portland Traffic Safety Commission, create 8 positions in the Human Resources Bureau, abolish 1 position in the Bureau of Traffic Management in order to transfer the Portland Traffic Safety Commission to the Human Resources Bureau, abolish 7 positions in the Metropolitan Human Relations Commission in order to transfer the Metropolitan Human Relations Commission to the Human Resources Bureau, and declare an emergency
