TITLE: Authorize the adoption of an agreement with the Portland Private Industry Council, Inc., which defines the scope of the partnership through which the Job Training Partnership ACT (JTPA) is implemented in the City of Portland, authorize the joint submittal of a grant application (Job Training Plan) to the State Job Training Partnership Administration for JTPA funding in the amount of $6,036,375, to provide employment and training services to eligible City residents, under the administration of the Portland Private Industry Council, Inc., for the period July 1, 1986 through June 30, 1988, and declare an emergency
