Carmen Rubio (1973 - ) is a politician and non-profit executive who served as a commissioner on the Portland City Council from 2020 to 2024. Rubio was born and raised in Hillsboro, Oregon and graduated from the University of Oregon in 1999 with a degree in Political Science. Rubio began her political career as policy advisor for Multnomah County Commissioner Serena Cruz, as well as Portland Mayor Tom Potter and Commissioner Nick Fish. In 2009, Rubio became the executive director of the Latino Network, a non-profit organization dedicated to supporting Portland’s Latino community through programing and advocacy. Elected to Portland City Council in December 2020, Rubio was the first Latina member of Council and oversaw the City’s Housing Bureau, Bureau of Planning and Sustainability, Bureau of Development Services (later called Permitting & Development) and Prosper Portland, the City’s community development corporation. As a commissioner, Rubio prioritized the following issues: housing availability and homelessness; covid response and economic recovery, particularly for communities of color and women; parks and natural resources; climate change; support for Portland Street Response and other unarmed public safety support specialists; and digital equity. Rubio ran for Portland mayor in 2024 after the abolition of Portland’s commission form of government. In the first City election to use ranked choice voting, Rubio lost Portland’s 54th mayor Keith Wilson. This series contains content posted to Commissioner Carmen Rubio's social media accounts between December 2020 and December 2024 and includes the commissioner’s Facebook, Instagram, and Twitter (X) accounts. All accounts were primarily administrated by Commissioner’s office staff members. Rubio’s social media has been preserved as static PDF exports using the eDiscovery platform, Pagefreezer. All major sections of each account have been preserved. Content in each section includes text posts by the Commissioner and her staff, constituent comments, direct messages, photographs, and links to outside media, such as newspaper articles. While thumbnail images of videos appear embedded in PDF documents, no playable videos have been preserved as part of this account.

Commissioner Carmen Rubio's social media accounts were transferred to the City Archives by the City Attorney's Office in January 2025.

City records stored at the Portland Archives & Records Center (PARC) are available for public review, with few exceptions.
