An ordinance to amend Article I of Ordinance No. 32929, entitled "An Ordinance on public safety and general welfare, and declaring an emergency" passed June 6, 1917, by adding thereto a new section to be numbered Section 44, and making it unlawful to place boxes and other things on the curbs, parking places or sidewalks for seats for people to use as seats while viewing parades and to exact compensation therefor, and declaring an emergency.
