Ordinance authorizing and directing the Purchasing Agent to advertise for and receive proposals for official advertising for the City of Portland for a period of one year from June 1st, 1931, authorizing the Mayor and Commissioner of Finance to enter into a contract for official advertising, and declaring an emergency.
