At the time of the expo Chief Dowell was the Captain of Truck Company 1. He was made a Battalion Chief of District 1 for the Lewis and Clark Exposition and was the Chief of the Lewis and Clark Exposition Fire Department. Once the expo was over he went back to the rank of Captain at Truck Company 1 in November 1905.
