The photograph was taken on the steps of the California Building during the Lewis and Clark Exposition in Portland sometime between June 1 and October 14,1905. The buildings for the exposition were built in the style of the Spanish Renaissance, many of the buildings were built in the model of the Spanish Missions in California. They were decorated with architectural flourishes such as domes, cupolas, arched doorways and red-colored roofs. The buildings, not intended to be permanent, were largely constructed of plaster over wooden frames, which resulted in rather low construction costs. The major exception to this was the Forestry Building, a log cabin which was said to be the world's largest. It was constructed of 54 long unhewn logs, and contained exhibits of local forestry products, wildlife, and Native American photographs. The California building was modeled after the Mission San Antonio de Pauda in Monterey County, California The initials on the men's caps are V.V.F.A. for the Veterans Volunteer Firefighters Association. Chief Campbell is standing in the first row, third from the left; Chief Dowell is standing in the first row fifth from the left. At the time of this photograph Chief Dowell was made a Battalion Chief of District 1 for the Lewis and Clark Exposition and then went back to Captain of Truck Company 1 in November 1905.
