A newspaper article on the same page titled "Rescued From Death in Fire" talks about a fire at the Park Hill Hotel located at what is now 735 SW Yamhill St. on the corner of SW Park Ave and SW Yamhill St. The fire started from a gas tank in a grocery store on the first floor. It is possible that this picture is from that fire located at SW Park Ave and SW Yamhill St.
