Chief Dowell was appointed Chief of the Portland Fire Department on October 31, 1911, filling the position that was made vacant because of the Death of Chief Campbell in the line of duty on June 26, 1911 at the Standard Oil fire. Chief Dowell served as the Fire Department Chief until 1920.
