Includes reports "Portland critical area authority organization plan" and "Portland critical target area operations plan." These drafts were produced by the Oregon state Civil Defense Agency. These reports were sent to Lowe from A. M. Sheets, Director of the Oregon State Civil Defense Agency. In the letter Sheets suggest that Lowe study these reports so they can confer on them later on in November.
