Letter from Temple V. Ehmsen to the Mayor Fred L. Peterson regarding a Metropolitan Civil Defense Organization. Written notes in opposition to the consolidation of local Civil Defense departments into a regional Civil Defense organization. Notes probably written by Jack Lowe. A list of plans suggested for a consolidation of Civil Defense Activities that would take care of the entire metropolitan area in event of a disaster. Also includes a letter from Mayor Schrunk to Governor Hatfield informing him about the possibility of combining the City and County Civil Defense agencies.
