Arthur Sheets, State Director, Civil Defense and Jack Lowe were schedule to speak at the event. A personal letter from Jack to his Mother & Billy. Includes articles regarding Jack Lowe's role in advising the Federal Civil Defense Administration on the atomic bomb "open" test in Nevada, April 26, 1953. A copy of "Survival is Up to You!" a pamphlet for families living in the Portland Critical Target Area that explains Portland's Civil Defense, so they can prepare and practice plans for their survival. The pamphlet discusses : preparation for an attack ; evacuation ; training ; civil defense in school ; warning signals ; shelter. Handwritten notes about Civil Defense policy and planning. Suggestions to be Considered for resolutions for Mayor's Conference in San Francisco July 1959. A Policy Statement on Evacuation and Shelter by the Portland Target Area Coordinating Council, February 2, 1960. Also includes an analysis of evacuation and shelter form the Oregon Civil Defense Agency, July 16, 1959 to all county civil defense directors and the City of Portland. The copy of this analysis has handwritten comments and notes. A letter addressed to B. J. McClarty, Bureau of Public Roads from Jack Lowe, August 31, 1962. Lowe thanks McClarty for a copy of the Civil Defense Emergency Action Plan for Portland and Vancouver Personnel of BPR and wonders why there is not more Federal support for incorporating fallout shelter capabilities in the two tunnels to be constructed through the West Hills.
