An ordinance to provide for the time and manner of constructing a chain of sewers to be known as the "Powell St Sewer System," as follows: In E 19th St from the center line of Franklin St to the main sewer in Tibbetts St, thence in Powell St from 12 feet west of the east line of E 26th St to the proposed sewer in E 19th St; in Powell Valley Rd from the west line of E 28th St to the proposed sewer in Powell St; in Waverleigh Blvd from the center line.
