An ordinance declaring the cost of improving E 3rd St [NE 3rd Ave] from the north line of E [NE] Glisan St to the north line of the Heiple Tract, said line being the south line of Wheeler's Addition to East Portland, adn assessing the property benefited thereby declaring such assessment and directing the entry of the same in the docket fo City liens.
