Be it ordained by the city council of the City of Portland that from and after the date hereof, there shall be elected annually by the city council a competent and discrete person to act as Marshal of the City of Portland, who shall be governed in his acts by the Act of the Legislative Assembly of Oregon Territory incorporating said city and by such laws and ordinances as may herafter be enacted by the city council.
