Be it ordained by the council of the City of Portland that from and after the date hereof, there shall be elected annually by the city council a competent and trustworthy person to act as Treasurer of said city, who shall be governed in his acts by the Act of the Legislative Assembly of Oregon Territory incorporating said city and by such bye laws and ordinances as may hereafter be enacted by the city council.
