Be it ordained by the city council of the City of Portland : all animal or vegatable substances, rubbish or filth of any kind whatever, in any house, cellar, yard, or other place, which the City Marshall shall deem necessary for the heath of the city to be removed, shall be carried away therefrom, by, and at the expense of the owner or occupant of such house or other place where the same shall be found and be removed to such place as he shall be directed whithin twenty-four hours after notice in writ.
