Be it ordained by the city council of the City of Portland : as follows, that the amount of tax to be assessed upon taxable property for the year ending the fifth day of April AD 1852, shall be one forth of one per centum upon the aggregate of all property within the limits of the city subject to taxation for county or territorial purposes.
