Be it ordained by the city council of the City of Portland : that any person who shall be convicted of riding or driving through the streets or highways of the city at a ferocious pace so as to endanger any citizen thereof, shall be fined not less than five dollars for the first offense, nor more than ten dollars for each and every other offense.
