Be it ordained by the city council of the City of Portland : that any person or persons who may be found drunk, rioting or in any way disturbing the peace of the city, such person or persons on conviction before the mayor shall be fined in the sum of not less than five dollars for the first offense nor less than twenty five dollars for each and every subsequent one.
