Be it ordained by the city council of the City of Portland : that there shall be levied and collected by the City Marshal on all goods, wares and merchandise offered for sale from on board any vessel or other craft lying in the port of Portland an ad valorum tax of one and a half per cent, and any person neglecting or refusing to pay this said tax for any goods sold shall be liable to a fine not less than fifty dollars nore over one hundred dollars for each and every offense.
