An ordinance granting to the Mount Hood Electric Company, its successors and assigns, for a period of twenty-five years, the right and privilege to erect, construct, maintain and operate an electric light, heat and power system in the City of Portland, Oregon, and the right and privilege to erect poles and stretch wires thereon, and thereover, through, over and upon, the streets, alleys and public highways, and to construct underground conduits or pipes with all necessary man-holes and other applications
