An ordinance authorizing Joseph Simon and Sam Simon, owners of the north half of Block O in Couch's Addition to the City of Portland, to construct and maintain an elevated or raised sidewalk, with an incline connecting the same with the walk adjoining in front of said lots on 3rd [NW 3rd Ave], 4th [NW 4th Ave] and [NW] Hoyt Sts in said City of Portland.
