An ordinance granting a permit to the Northern Pacific Terminal Company (an Oregon corporation) to construct, maintain and operate a railroad switch or sidetrack from the present westerly terminus of its switch or sidetrack on Upshur St (and at or near its intersection with the easterly side line of Seventeenth St) and running from said terminus westerly along said Upshur St in front of the southerly side of lots one (1) and two (2) in block 28 in Watson's Addition to the City of Portland, and
