An ordinance to provide for the time and manner of constructing a wooden sewer with the necessary catch basins, branches and connections, from a point in Sheridan St at the West line of Hood St, Easterly to the Easterly terminus of Sheridan St and thence Easterly to low water in the Willamette River, and describing the district to be sewered, and drained thereby, which said sewer shall be paid for by the property benefitted by the construction thereof as provided by section 121 of the City Charter
