An ordinance to provide for the time and manner of constructing a water main in E [SE] Madison St from connection with six inch main in E Madison St near west line of E 23rd St [SE 23rd Ave] to connection with six inch main in E 28th St [SE 28th Ave] at the expense of the property specially benefited by such water main.
