An ordinance authorizing the Executive Board to enter into negotiations for the purchase or condemenation of, and to purchase or condemn in the name of the City of Portland for the use of the public any and all private property abutting upon Hawthorne Ave or Madison St necessary or expedient for the construction of a new bridge across the Willamette River from Madison St on the west side of said river to Hawthorne Ave on the east side of said river, and also any and all franchises, easements,
