An ordinance making a levy of a special tax equal to the annual installments and unpaid balances upon certain property assessed for the cost of the improvement of certain streets and the laying of certain sewers, the owners of which said property have made application to pay their assessment for the cost of said improvement by installments, as provided by an Act of the Legislature of the State of Oregon, entitled "An act to provide for the issuance of bonds for the improvement of streets and laying of sewers in incorporated cities and for the payment of the cost of such improvement of streets and laying of sewers by installments," which said act was passed by the Seventeenth Regular Session of the General Assembly of the State of Oregon and filed with the Secretary of State February 22, 1893.
