The zoning complaint relates to Curtis MacDonald and the alleged diminishment of Black influence in the Albina neighborhood. Also includes a copy of lawsuit filed against Emanuel Hospital regarding utility rights. Contains other complaint regarding utilities being shut off. Furthermore, includes complaints from the Japanese American Citizens League regarding an offensive magazine article entitled "Only Japs Ate Shiners"; and a letter questioning the legitimacy of the American Indians Arts & Crafts Center.
