Final Report for Operation Green Light, test evacuation of Downtown Portland. Evacuation Test Memorandum No. 9. The objectives of the report : to present an over - all evaluation of the evacuation test held in the City of Portland on 27 September 1955 ; to provide a ready reference and guide for their organization in planning for similar tests in the future ; to furnish material which may be of value to Civil Defense planners of other areas in their own evacuation studies.
