TITLE: Authorizing the City to enter into an agreement with Oregon-Washington Railroad & Navigation Company, and its lessee, Union Pacific Railroad Company, and Burlington Northern, Inc., (hereinafter collectively referred to as Railroad) to construct and maintain a 30 inch diameter sewer pipeline across and under the Railroad's Rivergate lead track and easement therefore located in N Columbia Blvd, (N Lombard St), and declaring an emergency.
